Austin, TX, January 17, 2013 – Periscope Holdings, Inc. has welcomed Matt Walker to the team as the company’s new President of NIGP Code and Consulting.
Walker has been brought on to assume the responsibilities of strengthening and expanding the NIGP Code™ business and finding more effective ways to promote the Code and engage current and prospective subscribers. “I’m thrilled to join the Periscope team and look forward to providing our NIGP Code subscribers with additional value-added offerings,” said Walker. “The government procurement community will benefit by the planned expansion in our code-related services, so it is an exciting time to be a part of this industry.”
Walker holds 15 years of extensive state and local government experience, both in service delivery and in technology. His previous career highlights include positions in Deloitte Consulting’s government practice, Hart InterCivic local government software services, and TAKE Solutions/ClearOrbit (supply chain management software).
Brian Utley, Periscope’s President and CEO, is confident that having Walker in this new role will deliver positive results that will further differentiate Periscope from its competitors. “The NIGP Code is a valuable asset of our company that has a proven capability of bringing the highest level of order and efficiency to our customers’ procurement processes,” said Utley. “We have big plans for expanding this side of our business and are looking forward to seeing Matt put these plans in motion.”
Rick Grimm, CEO of strategic partner NIGP, lauded Utley’s selection of Walker. “The NIGP Code is a fundamental element of advanced procurement business management practices. We’re thrilled that Matt has joined Periscope to lead the NIGP Code program and bring his expertise and history of success to expanding the effectiveness of public procurement professionals in support of their communities.”
Periscope currently serves as the sole custodian and administrator of the NIGP Code, a spend analysis classification system utilized by over 900 government entities to aid in categorizing products and services procured by governmental entities. The NIGP Code is a standardized coding structure used to classify products and services that provide the necessary foundation for gaining agency efficiencies and value-for-the-dollar through spend analysis and management. Using the NIGP Code, agencies have an essential tracking tool to improve the registration and maintenance of vendor files, capture purchase history, generate key business indicator reports, track inventory and identify cooperative purchasing opportunities.
