Austin, TX, July 15, 2013 – Austin-based Periscope Holdings, Inc. is proud to announce that it has gained a contract with the Commonwealth of Massachusetts to implement BuySpeed, its single web-based procurement solution. The agreement was formed to fulfill the state’s objective of enhancing the efficiency and effectiveness of executive department purchasing, as highlighted in Executive Order No. 533.
In the midst of economic stress, Governor Deval Patrick determined an integrated set of initiatives, beginning with internal reorganization of the Operational Services Division and formation of Secretariat chief procurement officers to the adoption of best business practices and gathering of cost savings. These steps were made in preparation for acquisition of an eProcurement system, which he anticipates will significantly transform and create widespread value among the state’s procurement processes, alleviate budget pressures, and contribute to its overall growth strategy.
Governor Patrick views this transition to technology as a vital step toward what he envisions as achieving procurement excellence. “We at the Commonwealth of Massachusetts must be able to eliminate the use of paper, streamline our processes, capture procurement data, and enhance public transparency to increase accountability and discover opportunities for additional savings,” he said. “Periscope’s best-of-breed approach proved to be the tool best suited for meeting our end-to-end procurement needs.”
Periscope was awarded the contract, because of the company’s dedication to its unique, purpose-driven approach, its ability to provide substantial solutions that address the challenges indicated and satisfy each essential set of criteria, and the integrity maintained behind its response to the RFP. Further, its system adds the value sought by the Commonwealth leadership by providing one flexible, centralized platform that is user-friendly and can be deployed in a timely manner.
Utilizing one code base and one user interface, BuySpeed is expected to raise efficiency and save the state money by reducing duplication of effort, boosting visibility in procurement spend patterns, eliminating data accuracy issues, and enabling users to identify contract gaps and reduce “maverick” spend. Additionally, through BuySpeed’s functionality, counties, cities, school districts, universities, and special districts are granted access to Massachusetts’ negotiated contracts and are able to use the eProcurement system to manage their local procurement processes, thus driving savings across the state.
