Educational Session – Procurement Performance Transformation – An Organizational Progression Assessment

Where does your public procurement organization fall on the transformation progression spectrum?  As public procurement continues to evolve, so do public procurement organizations. This session explores the transformation progression of procurement organizations with the identification of practical procurement practices.  Additionally, each attendee has the opportunity to perform a self-assessment of their own organization to provide tactical and actionable actions for increased performance and transformation.

Conversations that Connect - NIGP Commodity/Services Code (NIGP Code)

Business Council Meeting

Expo Education Session -Strategic Procurement Improvement Strategies

Implementing improvements and “purpose-based” procurement in any organization requires understanding of the current procurement environment and the value of transformation.  This discussion will explore “tips of the trade” for various improvement strategies including; communications with IT and Finance, development of a return on investment and business case – exploration of the practical tools and metrics that can be used to communicate procurement’s value.

NASPO Marketing Meeting Takeaway

Last week’s NASPO Marketing meeting provided many business benefits.  The meeting provides a forum to meet representatives from each of the 50 states as well as learn about new emerging trends among state government.  There is an opportunity for knowledge sharing among the business community.  Each year, new businesses attend which opens the door for more networking and partnering, long with providing a forum to meet current business partners.  If you’re a business that wants to learn about state government, learn from other successful suppliers, or expand your market penetration – the NASPO Marketing meeting should be on your list of must attend events.


NASPO 2015 Marketing Meeting Highlights

Jean Clark, Periscope’s Director, Procurement Transformation Services attended NASPO’s 2015 Marketing Meeting in Philadelphia. Below are some of her thoughts:

The National Association of State Procurement Official’s Marketing Meeting again delivered key “pointers” for suppliers wishing to conduct business with the States.  The topics ranged from how to ensure preparation of an acceptable bid/proposal, effective communications, and the rights and realities of protests.  These topics directly support new suppliers in understanding the finer points of conducting effective business with States across the US.

Additional educational aspects provided expanded understanding of the ways in which individual States use cooperative contracting or procurement lobbying legislation in effect.  These key factors assist the supplier community in properly navigating the process of quality business interactions.

A highly beneficial aspect of the meeting is the opportunity to meet one/one with the top procurement officials of each State – the key policy makers and strategic drivers.


Spar X Conference

Today, March 12, 2015 during NIGP’s 1st SparX Conference, in Tampa, FL the innovative idea sharing was explosive- ranging from the use of Pcards on multi-million dollar construction contracts to the creation of purchasing mouse pads. The City of Fort St. Lucie, FL implemented the use of Pcards as their primary method of payment for major construction contracts several years ago. This innovate approach as allowed the City to realize hard dollar savings while also increasing the level of available competition.

A procurement “cheat sheet” mouse pad that quickly summarizes the procurement thresholds was created by Sound Transit, WA to provide internal clients a quick reference guide of the entity’s procurement requirements. It’s a rather simple, but extremely effective procurement communication tool to keep the procurement rules visible and close at hand while also combatting the notion of “out of sight – out of mind”.
