Periscope Goes Live with Buy4Michigan

Austin, TX, August 21, 2013 – The State of Michigan’s new BuySpeed eProcurement system, also known as Buy4Michigan, was launched on Wednesday, May 29. As part of the statewide transition to a complete procure-to-pay process from their existing system Bid4Michigan, Phase One of the implementation provides functionality that effectively aids in vendor registration and management of solicitations and awards.

The procurement transformation goals of Michigan leadership outlined the development of cooperative procurement among public entities across the state as a strategy to achieve savings. The cooperative procurement approach allows local organizations, political subdivisions, and schools to use the eProcurement system to manage their procurement processes. By utilizing BuySpeed with this approach, the state is expected to gain a widespread reduction in costs and help alleviate budget shortfalls.

Throughout the course of implementation, the Periscope team loaded over 30 state agencies and more than 380 local cooperative purchasing (MiDEAL) members, Michigan public schools, universities, and community colleges in Buy4Michigan. The state has now begun the ongoing process of training the software users from the cooperative purchasing organizations and gathering and training additional organizations.

Within 10 business days of the eProcurement system going live, over 400 purchasers and trainers from the over 30 state agencies were established in Buy4Michigan to conduct new solicitations. Over 200 additional users from cooperative purchasing organizations are preparing for upcoming training sessions being scheduled by the state. Further, Michigan has registered approximately 10,300 vendors, constituting over 12,000 additional system users. To date, more than 40 solicitations have been submitted by state agencies, three of which have already resulted in award recommendations.

Phase Two of the project will integrate Buy4Michigan with Michigan’s state financial system and will entail a statewide rollout of requisitions and approval capabilities, contract ordering and purchasing functionality, and receiving and invoicing interfaces. The second phase is currently in the design and development stages and is projected to launch in 2014.

Periscope Dominates Public Procurement Players with Multiple State Wins

Austin, TX, August 7, 2013 – Periscope Holdings, Inc. is taking the public procurement industry by storm. The Austin-based company conquered several large corporations during its streak of success in winning contracts with multiple state governments to implement BuySpeed, its web-based, source-to-pay software suite. Periscope is proud of its recent victories and is excited to have the opportunity to continue carrying its purpose nationwide and helping public sector entities build more efficient procurement processes.

The State of Michigan awarded a contract to Periscope to drive savings across the state by enhancing transparency and establishing cooperative purchasing. Phase One of the Buy4Michigan implementation was successfully launched on May 29. Periscope signed a contract with the Commonwealth of Massachusetts in May to increase the effectiveness of its procurement operations. Design and development stages of the first phase of the project are currently underway. All of these states went through exhaustive formal solicitation and evaluation processes. Periscope Awarded Contract with the Commonwealth of Massachusetts

Austin, TX, July 15, 2013 – Austin-based Periscope Holdings, Inc. is proud to announce that it has gained a contract with the Commonwealth of Massachusetts to implement BuySpeed, its single web-based procurement solution. The agreement was formed to fulfill the state’s objective of enhancing the efficiency and effectiveness of executive department purchasing, as highlighted in Executive Order No. 533.

In the midst of economic stress, Governor Deval Patrick determined an integrated set of initiatives, beginning with internal reorganization of the Operational Services Division and formation of Secretariat chief procurement officers to the adoption of best business practices and gathering of cost savings. These steps were made in preparation for acquisition of an eProcurement system, which he anticipates will significantly transform and create widespread value among the state’s procurement processes, alleviate budget pressures, and contribute to its overall growth strategy.

Governor Patrick views this transition to technology as a vital step toward what he envisions as achieving procurement excellence. “We at the Commonwealth of Massachusetts must be able to eliminate the use of paper, streamline our processes, capture procurement data, and enhance public transparency to increase accountability and discover opportunities for additional savings,” he said. “Periscope’s best-of-breed approach proved to be the tool best suited for meeting our end-to-end procurement needs.”
