Periscope Goes Live with Buy4Michigan

Austin, TX, August 21, 2013 – The State of Michigan’s new BuySpeed eProcurement system, also known as Buy4Michigan, was launched on Wednesday, May 29. As part of the statewide transition to a complete procure-to-pay process from their existing system Bid4Michigan, Phase One of the implementation provides functionality that effectively aids in vendor registration and management of solicitations and awards.

The procurement transformation goals of Michigan leadership outlined the development of cooperative procurement among public entities across the state as a strategy to achieve savings. The cooperative procurement approach allows local organizations, political subdivisions, and schools to use the eProcurement system to manage their procurement processes. By utilizing BuySpeed with this approach, the state is expected to gain a widespread reduction in costs and help alleviate budget shortfalls.

Throughout the course of implementation, the Periscope team loaded over 30 state agencies and more than 380 local cooperative purchasing (MiDEAL) members, Michigan public schools, universities, and community colleges in Buy4Michigan. The state has now begun the ongoing process of training the software users from the cooperative purchasing organizations and gathering and training additional organizations.

Within 10 business days of the eProcurement system going live, over 400 purchasers and trainers from the over 30 state agencies were established in Buy4Michigan to conduct new solicitations. Over 200 additional users from cooperative purchasing organizations are preparing for upcoming training sessions being scheduled by the state. Further, Michigan has registered approximately 10,300 vendors, constituting over 12,000 additional system users. To date, more than 40 solicitations have been submitted by state agencies, three of which have already resulted in award recommendations.

Phase Two of the project will integrate Buy4Michigan with Michigan’s state financial system and will entail a statewide rollout of requisitions and approval capabilities, contract ordering and purchasing functionality, and receiving and invoicing interfaces. The second phase is currently in the design and development stages and is projected to launch in 2014.

Periscope Dominates Public Procurement Players with Multiple State Wins

Austin, TX, August 7, 2013 – Periscope Holdings, Inc. is taking the public procurement industry by storm. The Austin-based company conquered several large corporations during its streak of success in winning contracts with multiple state governments to implement BuySpeed, its web-based, source-to-pay software suite. Periscope is proud of its recent victories and is excited to have the opportunity to continue carrying its purpose nationwide and helping public sector entities build more efficient procurement processes.

The State of Michigan awarded a contract to Periscope to drive savings across the state by enhancing transparency and establishing cooperative purchasing. Phase One of the Buy4Michigan implementation was successfully launched on May 29. Periscope signed a contract with the Commonwealth of Massachusetts in May to increase the effectiveness of its procurement operations. Design and development stages of the first phase of the project are currently underway. In June, Periscope signed a contract with the State of New Jersey and has begun a project with the state to implement the top-rated BuySpeed solution.

All of these states went through exhaustive formal solicitation and evaluation processes. Periscope Congratulates State of Michigan Award Recipients

Periscope would like to congratulate Governor Rick Snyder and CIO David Behen of the State of Michigan for their recent honors received by Government Technology magazine and the Center for Digital Government. Snyder and Behen were acclaimed among the Top 25 Doers, Dreamers, & Drivers of 2013. These awards given by Government Technology emphasize outstanding efforts made by governmental leaders in the movement toward the utilization of technology to automate processes. Recipients of the awards were concentrated in four different categories: tech experts, innovators, streamliners, and collaborators. Snyder was dubbed an innovator, and Behen, a tech expert. Periscope is currently under contract with the State of Michigan to implement BuySpeed eProcurement and sourcing, which is expected to significantly improve the way the state does business. Periscope Wins Michigan eProcurement Contract

Austin, TX, February 25, 2013 — The State of Michigan awarded Austin-based Periscope Holdings, Inc. a contract to implement BuySpeed eProcurement and sourcing as Michigan’s single electronic procurement solution. The solution is expected to reduce operating costs, diminish “maverick” or off-contract spend and increase transparency in Michigan’s state spending.

“The State of Michigan views the revitalization of procurement technology as a crucial step to improving the way the state does business,” said Phil Jeffery, Chief Deputy Director for the Michigan Department of Technology, Management and Budget. “The new eProcurement solution will improve state purchasing and allow for better data tracking, giving the state a competitive advantage when it comes to obtaining the most for the taxpayer dollar.”

Local governments, with deep economic wounds, are also expected to benefit from Periscope’s eProcurement solution. Through BuySpeed, counties, cities, school districts, universities and special districts will have access to the State’s negotiated contracts. Additionally, Michigan developed a unique cooperative approach in which other public procurement entities across the country can purchase off of the Michigan contract. Furthermore, local entities can use the State’s eProcurement system to manage their local procurement processes. Michigan is offering its eProcurement software investment to local governments and political subdivisions in an effort to help alleviate budget shortfalls and reduce costs across the state.
